The sub folders inside of site1 where set to a .NET application. When I removed the .NET application setting from all but the root folder it started working again.

A friend insisted on subscribing to 1&1 for .net hosting, over my recommendation to use webhost4life. Now he is asking me for help building a .net site and I went into their control panel to see what version SQL server or .net they have him set up on... you can''t see any of that there! Their control panel is mostly about prebuilt software gadgets they want to sell. It''s almost useless. And it made me realize how great webhost4life is. After these several years you have kept pace with the new technology (that''s tough!) and have offered the best webhosting. I''m wondering if my friend can get his money back and still switch ...
